I am fashion (lol) and I know what this little thing is Nomination bracelet.
Nomination is the brand. In fact, it's a bracelet you design yourself. You buy some piece of bracelet, to put on the original bracelet (substitute the original piece by the new).

I don't know where you live, in France (Bordeaux) we can find it in class and fashion perfum shops.
