The Official England Merchandise site doesn't have them. I asked them about it, and they said that they don't sell all items to the general public. It was the same story with the sweatshirts from the Team X Training range, yet someone was able to find them on a Japanese website.

If you have any luck, please let us know, because I'd definitely be interested in getting this.

No, Rooneys is a 1/3zip fleece type top but that is a full length zipped waterproof. Nice try though
